SUPREME COURT TO HEAR CRUCIAL PLEA SEEKING TRANSPARENCY IN NEET PG EXAMINATION PROCESS

The Supreme Court of India will hear tomorrow an important application filed by the United Doctors Front (UDF) through his advocate Satyam Singh Rajput seeking disclosure of the normalisation methodology adopted for the National Eligibility cum Entrance Test for Postgraduate Medical Courses (NEET PG) 2024 examination and transparency in the upcoming NEET PG 2025 examination process.

The application, filed through Advocate Satyam Singh Rajput and Advocate on Record Ms. Neema, raises significant concerns regarding the conduct of NEET PG in two shifts and the subsequent application of a normalisation process without adequate disclosure of the formula or methodology used.

Key Issues Raised in the Application:
  1. Lack of Transparency: The petitioners contend that the National Board of Examinations (NBE) has failed to disclose the exact formula, algorithm, or statistical methodology employed in the normalisation process for NEET PG 2024.
  2. Questionable Methodology: The application challenges the adoption of a normalisation process borrowed from AIIMS, which ironically has itself discontinued the same process.
  3. Inadequate Notice: The petitioners highlight that NBE announced the normalisation process just two days before the rescheduled examination (on August 9, 2024), giving candidates no opportunity to understand its implications.
  4. Subject-Specific Concerns: The application emphasizes that NEET PG, being a postgraduate examination covering 19 clinical and non-clinical subjects without fixed distribution, is fundamentally different from undergraduate examinations for which the normalisation process was originally designed.
  5. Grievance Redressal: Despite numerous representations from aspiring doctors regarding discrepancies in results and disparity in difficulty levels between shifts, no grievance redressal mechanism was provided.
Prayers Sought:

The application seeks directions from the Supreme Court to compel the respondents to:

  • Disclose the necessity and justification for conducting NEET PG 2025 in two shifts
  • Reveal the exact normalisation formula/methodology adopted for NEET PG 2024 examination
  • Demonstrate how the process ensures fairness and equality among candidates across both shifts
  • Disclose any expert committee recommendations or scientific evaluations that supported the application of the normalisation process

The outcome of tomorrow’s hearing could have significant implications for thousands of medical aspirants preparing for NEET PG 2025 and could set an important precedent for transparency in high-stakes competitive examinations.
