New Delhi, May 1, 2025 – The United Doctors Front (UDF) through its President Dr Lakshya Mittal has filed a writ petition in the Supreme Court of India through Advocate Satyam Singh Rajput challenging the National Board of Examinations’ (NBE) decision to conduct the NEET PG 2025 examination in two separate shifts. The petition, filed under Article 32 of the Constitution, seeks the Court’s intervention to ensure that the examination is conducted in a single, uniform session across the country.
Advocate Satyam Singh Rajput, representing the UDF, stated, “The conduct of NEET PG in two shifts with different question papers leads to inevitable variation in difficulty levels, thereby subjecting candidates to unequal standards of evaluation. This violates Article 14 and Article 21 of the Constitution, which guarantee equality before law and the right to fair opportunity.”
Dr Lakshya Mittal President of the United Doctors Front, through his advocate Satyam Singh Rajput emphasized, “Our organization represents thousands of medical professionals and NEET PG aspirants who are deeply concerned about the arbitrary and non-transparent normalization process adopted by the NBE. The normalization methodology borrowed from AIIMS New Delhi is wholly unsuited for a content-heavy, memory-based exam like NEET PG.”
The petition highlights several critical issues:
- Inequitable Examination Process: Different shifts inevitably result in different difficulty levels, creating an unfair advantage/disadvantage based merely on shift allocation.
- Flawed Normalization Method: The statistical normalization process adopted by NBE lacks transparency, public consultation, or expert scrutiny.
- Past Discrepancies: NEET PG 2024, which was also conducted in two shifts, witnessed widespread concerns and representations regarding result discrepancies that remain unaddressed.
- Statistical Fallacies: The normalization formula operates on the flawed presumption that difficulty levels across shifts and the ability of candidates are identical.
- Lack of Transparency: Candidates are denied access to raw scores, shift-wise difficulty indexes, or any mechanism to verify the fairness of the normalization process.
The UDF’s public poll conducted on social media platform X (formerly Twitter) revealed that 96% of NEET PG aspirants support conducting the examination in a single shift.
“The right to pursue postgraduate medical education is part of the right to livelihood and dignity under Article 21. The use of inconsistent and unverified methods undermines the selection process, resulting in the unjust denial of fair opportunity to deserving candidates,” added Advocate Rajput.
The petition seeks a directive to conduct NEET PG 2025 in a single uniform phase/session and an interim stay on the examination scheduled for June 15, 2025, pending the final disposal of the petition.
